XAMPP is a free installer that has Apache / PHP / MYsql / perl and more integrated so you won't have to configure anything yourself.

DynDNS is supposed to help if you have a dynamic IP, hadn't tried it though.

That will require you to do much more than what this video tells you. You can only have a local web server with this. Unless you have a static IP that's directly tied to your web server, you won't be able to access your server from anywhere outside your local network. (A regular home internet connection is most probably NOT going to work.). If you want easy access to your computer/files try LogMeIn instead. It's a lot simpler.

You can also disable the use of port 80 and the SSL port in Skype and you can continue to use Skype (after restarting it of course) while you run the Apache server :) Find the option in Skype's Advanced settings :D
