The Duties of United States Secretary of State are still unclear to me. How the Department of Foreign Affairs is organized in Government I do not know.
Here is how it should be (example).
United States Secretary of Foreign Policy:
1. In Charge of 196 Ambassadors (196 countries).
2. In Charge of 11,500 personnel in the department.
3. In Charge of Written Law and Diplomacy.
4. Advises President about Foreign Affairs.
