To pare down her answer, because I feel like it didn't dance around the question but it used a lot of time to get to its point: she thinks societies that breed instability through unequal rights for citizens (women) also breed instability with regards to political and potentially violent action? I'm not sure I completely grasped it.

The Duties of United States Secretary of State are still unclear to me. How the Department of Foreign Affairs is organized in Government I do not know. Here is how it should be (example). United States Secretary of Foreign Policy: 1. In Charge of 196 Ambassadors (196 countries). 2. In Charge of 11,500 personnel in the department. 3. In Charge of Written Law and Diplomacy. 4. Advises President about Foreign Affairs.
