In cities and dowtown areas they do use concrete under the pavement. Pavement alone would quickly erode away with the heavy traffic.

Jodecy - Ur probably wrong. Because if u knew how many Associates and Soldiers the five familys had u wouldnt be sayin that. they dont have documents and info about every mobster there ever was, only the important or most convicted ones. Me personaly I dont think he was a Made man. cause there would be info on him. I just think he was a smalltime thug, drug dealer or maybe he was used as a hitman afew times but nothin big. but ive been wrong before.
