    All the people with an IQ of 15 vote Mccain, and happily pay for birth control medication. In pretty much all civilised countries around the world any government would encourage this type of legislation: protecting society from unwanted babies and parents that aren't ready to provide them a good life (yet) because they are not economically or socially settled. Or because something went wrong. It happens. This has nothing to do with physical deficiency. It has all to do with the bible.
