    Sadly the power-that-be are too slow to take any action and the neighbours have to suffer for months and even years before anything is done about them. When you hear of an asbo eventually being issued what follows next is the power-that-be patting themselves on the back and saying things like "this sends out a clear message that the community will not tolerate this type of behaviour" when the powers themselves have not had to endure the pain and suffering Anti-Social behaviour causes.
